Debbie King, Executive Director/Vice President, is a lifetime resident of the area who considers this community and what Tri-City Medical Center means to the quality of life as part of her roots and who she is. Debbie is a graduate of El Camino High School in Oceanside and Stanford University.  She was market research analyst and marketing director of the North County Times before joining the Foundation in 1995 where she served as Annual Giving Officer and then Major Gifts Officer.  Debbie was appointed to her current position as Executive Director in October, 2000. Dale K. Wallenius, Senior Director of Fund Development, is responsible for major and planned giving. Dale has been a fund raising professional for over 20 years with executive positions at Palomar College, American Heart Association, Cal State San Marcos, and President/CEO of his own corporation. He is a Certified Fund Raising Executive (CFRE) and hold’s a Master’s Degree in Education. Dale is the author of Get Up, Get Out and Volunteer.


Carol A. Mudgett, PhD, Major Gifts Officer, is responsible for securing philanthropic support for Tri-City Medical Center through private and corporate foundation and government grants. She has lived and worked in North County for fifteen years with experience as a program planner and grantwriter at both North County Health Services and Vista Community Clinic. She has a doctorate in cultural anthropology and brings over 25 years of professional experience in healthcare planning and development.


Kathy Francisco, Financial & Research Analyst, is responsible for the Donor/Prospect Tracking and Management Process and Research Program. She also administers and oversees the donations and foundation funds, managing the Foundation accounting system. She has been with the Foundation since 1996, bringing with her many years of computer and management experience. Kathy and her husband Dave live in Oceanside with their daughters Ashley and Hayley.

Rachel Terrones, Annual Giving Officer, is responsible for the growth and stewardship of annual donors. Rachel oversees donor communications (including the Cornerstone newsletter), giving societies, donor appreciation services, donor recognition as well as education and fundraising events. Rachel is a long time resident of North County and comes to the foundation with a background in fundraising, donor relations, and marketing.


Gina Pierce, Development Associate, joins the Foundation staff with a background in marketing and development. Gina is responsible for assisting Annual Giving and Major Gift programs. She has lived in North County for 16 years and graduated from Carlsbad High School. She has a B.A. in Communications-Advertising and a minor in Social Psychology from San Diego State University.


Paula Fink, Administrative Assistant, comes to the Foundation with over 26 years of experience as an office manager for Vista Way OB-GYN Medical Group.  She and her husband have lived in North County for over 25 years. They are blessed with three children and six grandchildren, with whom they enjoy spending time.
